Include oak plots in sapling & seedling reports.

Based on last year's changes. Allow more to show up in these reports (oak).

The seedling and sapling summaries were run against the 2016 uplands data, which includes oak plots that have seedling and sapling data. The summaries were checked and found to be including the oak plot data correctly. Therefore, no modifications are needed to these summaries.
