Re-add @sequenceID to structures. SequenceID existed in NDR 1.3, but was removed from NDR v3.

Add to Object, Association, SimpleObjectAttributeGroup, which are properties of an object that may be interpreted as having an order.

Do not add to MetadataType or AugmentationType, which are buckets for other properties.

Added the attribute to the structures schema.

Add text and rules supporting attribute structures:sequenceID.
dd25232 
Revised section heading that repeated "id" instead of using "ref".

Added new interpretation rule defining order of properties when structures:sequenceID is used.

Added text in Section 5.3 clarifying that NIEM expresses order of properties of an aobject via structures:sequenceID.

Closes #81.
