Port the non-operational components of the ConMon package to wcoss2, including package install, dev data extraction scripts, image generation scripts, and file transfer scripts.

Note that the operational portions of the package were ported to wcoss2 in #228 .

I have encountered a road block. I'll spell out the analysis file, but the same problem exists with the corresponding ges file. During data extraction the gdas.t[hh]z.pgrb2.0p25.f000 file is pared down by wgrib2 and stored as anal.[yyyymmddhh]. Then during the image generation step a utility, g2ctl.pl, creates a GrADS control file for the anal.$PDATE file. The control file is used then by gribmap to make the plot.

The control files on wcoss and cactus are bitwise identical. On wcoss gribmap functions correctly. On wcoss2 (cactus) this error is produced:

Open Error: Data file type invalid
--> The invalid description file record is:
--> dtype grib2
The data file was not opened.
gribmap: ERROR! unable to parse the data descriptor file

I can only assume that the issue lies with the version of gribmap. I'm using module GrADS/2.2.1-cce-11.0.4 to load grads, which I understand is a test version. There are no other options for GrADS currently available on wcoss2. The ConMon's horizontal plots will not be available until this is resolved. It's not a huge hit, but it's inconvenient at least.

With the GSI-monitor reorganization it's not clear this remains an issue. Any required work will be done on a new issue in the GSI-monitor repo.
