We need to host a version of the documentation for each release.

This turned out to be easier than I thought. On the gh-pages branch I added a subdirectory called ver-1.6.4 and copied the documentation there. Then I put a pointer at the top of the user_guide to the older version of the docs. Easy-peasy!

@GeorgeGayno-NOAA we should do this for UFS_UTILS as well...
