Design and implement support for remotely hosted hydrofabrics.

Here, "remotely hosted" means that the hydrofabric data is located on some remote resource. A copy may or may not be cached locally on the system when it is not being used by jobs that require it. If a copy is cached, there must be some mechanism for keeping the local copy reasonably up to date.

We will likely need to support pulling the hydrofabric from the official source automatically. There may be issues with the particular "version" that have to be addressed internally within DMOD, at least in the short term, to support this.
