Determine if using remotely hosted hydrofabrics should be supported.

If so, this will lead to additional issues, likely linked under #122.

Blocked by need for feedback from various stakeholders on how much benefit this provides compared to the resource costs, especially leading up to the associated milestone.

After discussion, this is a feature that should be added, but not in the FIHM release time frame. Issue #137 has been opened to track that work at a later time.
