Add fields to Schedule:File to allow optional SummerDesignDay and WinterDesignDay references to Schedule:Day objects to be used for design days.

This issue just came up in a training workshop. Some tools make heavy use of Schedule:File objects and are just now realizing that their design days might not be correct. What is EnergyPlus doing on design days for these situations?

Regardless of day type, Schedule:File uses the values for the current date.

Has there been any movement on this issue recently? The alternative solution of using the Schedule:Compact object is cumbersome. Cheers.
