This adds the file that should be used for E+ regression tests. This way it will take advantage of the much improved and fully tested regression scripts, and it will also allow CI to clone a much smaller repo and not have to pull DevSupport.
DevSupport should be cleaned up to get rid of pretty much everything except the defect files at this point.
