A default value of 0 for compressor rated subcooling temp is causing OS to fail. e+ wants either rated subcooling temp or rated liquid temperature, but not both. GUI would not allow rated subcooling temp to be reset to "" (blank)

Fix RefrigerationCompressor dependent field bug

This only fixes issues NREL#945, NREL#823, and NREL#822 when used through the API,
not in the GUI.
