Support Ubuntu 18.04 and Centos7

Pull request overview

• Use a new revision of websocketpp and cpprestsdk that uses boost/1.79.0 and openssl/1.1.1o like we do

  • I patched websocketpp here: websocketpp: bump to boost/1.79.0 and openssl/1.1.1o conan-io/conan-center-index#11334
  • This is already of our remote

• Allow passing a CONAN_FIRST_TIME_BUILD_ALL:BOOL=ON flag to force build everything on the first pass... that way all the libraries are built with the same GLIBC and we don't have undefined symbols.

  • Ubuntu 20.04 has GLIBC 2.31
  • Ubuntu 18.04 has GLIBC 2.27
  • Centos7 has GLIBC 2.17

• Lots of patching on the conan side too:

  • Centos changes conan-openstudio-ruby#43
    • I forked conan-ruby_installer and mades changes to it at https://github.com/jmarrec/conan-ruby_installer
  • Fix older machines conan-openstudio-ruby#44

• For CentOS, a configurable docker exists at https://github.com/jmarrec/docker-OpenStudio-CentOS

I'm going to be replaying the Ubuntu 18.04 run with a modified jenkins file so I pass that conan flag. I opened a PR to https://github.com/NREL/cbci_jenkins_libs/pull/95 so we can later trigger that same cleanup and full rebuild just via passing [force-clean] in a commit message

• Model API methods are tested (in src/model/test)
• EnergyPlus ForwardTranslator Tests (in src/energyplus/Test)
• If a new object or method, added a test in NREL/OpenStudio-resources: Add Link
• If needed, added VersionTranslation rules for the objects (src/osversion/VersionTranslator.cpp)
• Verified that C# bindings built fine on Windows, partial classes used as needed, etc.
• All new and existing tests passes
• If methods have been deprecated, update rest of code to use the new methods

Labels:

• If change to an IDD file, add the label IDDChange
• If breaking existing API, add the label APIChange
• If deemed ready, add label Pull Request - Ready for CI so that CI builds your PR
