Fix HCPV UI callback error on Inverter page

Description

Fix UI callback script for Inverter CEC Database form to avoid error for HCPV:

• Avoid getting inverter_count value for HCPV.

• Add message about multiple MPPT not available for HCPV to UI message.

Fixes #1369
