Major rewrite of internals and documentation.

• Rewrote functions to take advantage of SkySpark 3.1+
• Updating parsing to eliminate reliance on eval()
• More consistency and flexibility in import control options
• Moved documentation to pod.fandoc
• (Temporary) included parsing functions; these will move later to nrelUtilityExt
• BSD3 license in preparation for public release
