Cecd is the service responsible for managing Streetpasses and the related communication between 3ds's. Games and applications use streetpasses to varying degrees and are responsible for how they are utilized. The Cec service is broken down into three parts, cecd:u, cecd:s, and cecd:ndm.
These docs are an attempt to organize Cec related information and my reverse engineering efforts on the cecd sysmodule.
