Improve handling of exceptions

1. Have all the exceptions in chronological order by the date, instead of the date they are created in the system.
2. Have an alert, when there is an conflict in the exceptions
3. Remove the exceptions automatically when they expire.

The last is the most important, because each exception needs to be processed by the picker.
