redis-cli does not come with --tls build

Is your feature request related to a problem? Please describe.

Currently - this setup will strip out the --tls configuration during building it because --TLS has been made optional as of redis 6.0.

user@127.0.0.1:~# redis-cli --tls
Unrecognized option or bad number of args for: '--tls'

I would like to be able to use --tls with the redis-cli in the case I'm connecting to another Redis that requires it.

I would like to change make to default to be make BUILD=TLS.
