NetTopologySuite.IO.SpatiaLite v1.15.1

This addressses some small issues discovered when building NetTopologySuite.IO.GeoPackage.

Issues fixed since v1.15.0:

1. Setting GaiaGeoReader.HandleOrdinates now automatically includes X and Y, regardless of the argument value.
2. Package now uses a license expression instead of a link to a license file that could theoretically change.
3. Package now only depends on GeoAPI.Core, not all of GeoAPI.
4. GeoAPI package dependency now has an upper-bound, to make it clear that this package is incompatible with any 2.x version of GeoAPI packages.
