This PR adds documentation generation and upload to Github Pages for asciidoc for the REST API and reference documentation. The actual documentation still needs to be written this is just the setup of the projects and the various bells and whistles to get it to upload from travis.
Also improves the gradle structure to remove java plugins from projects that don't need it.
