Creating an authority does not allow others with the role to issue certificates #231

When creating an authority currently only the creator can see the authority, anyone with the owning role should be able to see and use the certificate.

Currently even when a valid role is assigned and the user can see the authority they cannot use it because the cannot access the authorities key.
