FixedProbability connector with probability 1 is not working #309

With all backends including mock (mock, nest, neuron, brian), the FixedProbabilityConnector with a probability of connection of 1 is giving a probability of connection of 0.
If you give to FixedProbabilityConnector a number close to 1 (0.999 for example), it is working as expected

I can't reproduce this, at least with NEST. The tests I've just added pass with pyNN.nest, which is the only backend I have installed on this laptop.
