- Added NextGenSoftware.OASIS.Runtime.Setup projects to enable instal…

…ling the new OASIS Runtime into the GAC (Global Assembly Cache) on a target machine meaning OAPP's won't need to come bundled with the runtime and can just use the version in the GAC resulting in MUCH smaller OAPPS (20 MB- 40 MB).

- Need to finish setting it up, still a WIP... not top priority at the moment... need to finish Holochain integrations first with HoloOASIS etc...
