Simple ported version of TeamBets

Features:

• Usage: !bet t/ct amount/all, example !bet ct 1400 or !bet t all

Config: /addons/counterstrikesharp/configs/plugins/TeamBet

• ChatPrefix (Chat prefix)
• MinBetAmount (Minimum bet amount; players cannot bet if the value is less than this)
• MaxBetAmount (Maximum bet amount; players cannot bet if the value is higher than this)
• Messages
