Electron test repo for enumerate devices

Repo for Electron issue 15886

Instructions

Clone and do yarn && yarn start

Reproduction steps

1. Clone and run the project
2. Ensure that web app opens in Chrome
3. Click start on both Electron application and web application
4. Plug in or remove webcam with built in microphone (Tested with C920 and C930 Logitech webcams)
5. Continue to observe numbers while plugging in and removing device.
6. Observe that numbers will not match in browser and electron.
