The problem occurs because Plasma uses timedated when the user checks the checkbox Set date and time automatically. The error message from the terminal is:
ntpUtility = "/usr/bin/ntpupdate"
Timedated not found, using legacy saving mode
The binary timedated is a component of systemd (found in /lib/systemd/systemd-timedated); since it's unavailable in the distribution to Plasma, you see the error message.
There's no fix as the binary is not available standalone (like systemctl is, for example), and it would require the installation of systemd. Adjusting the timezone and setting the time manually will work until the computer reboots to another operating system like Windows, which sets the time differently.
