Cancel button is not available on jobsets with 1 evaluation

08739a2 introduced restriction to be able to Cancel only if there are some queued jobs, but unfinished is probably not set correctly if there are no jobsets to compare with.

Came here to file this issue, can confirm problem as title describes and still occurs.

This appears purely cosmetic, appending "/cancel" to the evaluation URL still cancels the jobs.

The search field also does not work when there's a single eval.
