The bzr repo works fine for me and everyone else AFAIK, so perhaps your checkout has got into some odd state.

All changes applied successfully.
I have removed the local bzr clone. However it took longer than the timeout to make a new clone, so it didn't update the jobset since. I have manually created the clone, and the -trunk jobset triggered new builds. emacs-24 is still cloning.
