[Task] Blocking members made under a week from talking (configurable)

Task Description

The feature of preventing users from talking or banning from the server if their account is under a week or a certain timeframe (probably a week max) will also be included in this feat. Thank you to Alice on the transprogrammer server for this idea.

Essentially a user's account was made 1 week ago, then if this setting is turned on, Kumiko will automatically apply a timeout of a configurable length (max 24hrs) before they can start talking. This is to prevent spammers from joining servers and spamming. An option of being banned for 7 days can also be applied within this feature,
