compile-commands-testing

Reproduction

1. bazel clean --expunge && rm -rf .cache compile_commands.json
2. VSCode command clangd: Restart language server
3. Open foo.h in VSCode; observe that there are no underlined errors.
4. bazel run :refresh_compile_commands_bad
5. Close and reopen foo.h in VSCode; observe the following error underlined on line 4:

/usr/include/c++/12.1.1/iostream

In included file: 'stdlib.h' file not foundclang(pp_file_not_found)
cstdlib(75, 15): Error occurred here

6. bazel run :refresh_compile_commands_good
7. Close and reopen foo.h is VSCode; observe that there are no underlined errors.
