Announcing the Announcements repo!

As a step towards engaging with the community early on, we have created the NuGet/Announcements repo to propose new features and to get early feedback before the team starts implementing these features. This repo will be used for team announcements only. To file a bug or start a discussion, please create a new issue on NuGet client or NuGet server. .

All items posted to this repo are locked, but will typically have links to separate discussion threads on one of the NuGet repos, just like this announcement can be discussed more on this issue: NuGet/NuGetGallery#4088.
Please use these discussion threads for questions and comments about a particular announcement.
