.NET 5 change in behavior around transitive packages #10278

Hello NuGet team 👋

We spotted a change in behavior between netcoreapp3.1 and net5.0 when restoring a package as a transitive dependency, and it having msbuild imports.

shouldly/shouldly#717

We have fixed it, and tbh it looks like it should never have worked 😄 I was wondering if this change in behavior is excepted and as a result of something?

After doing some more testing, it's not related to sdk version or tfm, the problem was on our side. There is no change in behavior, please disregard this issue 🙂
