Current Behavior

A blank dropdown is shown with no indication of loading in-progress:

Desired Behavior

Show some UI element, such as a Loading spinner, to indicate this dropdown is loading.

Additional Context

While switching selected package, while a machine is under heavier load, you can observe a stale versions list. This Issue changes that to a Cleared/empty versions list: #10557.
