This is a tracking epic for getting verification working during restore. It involves the following:

  1. Enable all verification-related tests, enabling signing tests as necessary to get existing verification working.
  2. Make sure nuget.exe verify works on all platforms through mono
  3. Make sure client policies work as expected on all platforms.
