If it was fixed then my VS2022 wouldn't be suggesting unlisted packages. But whatever. There are so many other issues with nuget around multi-targeting that this is a small problem to content with. |

Currently Manager UI never shows updates for unlisted versions of a package, but running
Update-Packagecommand from PMC allows you to update to unlisted version. This PR fixes it by filtering unlisted versions of packages during PMC update operation.Fixes: #4553 Can update to unlisted NuGet package from the Package Manager Console
