Filter unlisted versions while updating a package through PMC #2270

Currently Manager UI never shows updates for unlisted versions of a package, but running Update-Package command from PMC allows you to update to unlisted version. This PR fixes it by filtering unlisted versions of packages during PMC update operation.

If it was fixed then my VS2022 wouldn't be suggesting unlisted packages. But whatever. There are so many other issues with nuget around multi-targeting that this is a small problem to content with.
