Add more description in "Contact Support" form

Some times, users chose the "Contact support" link to report issues specific to the package ( like issues with the package installation or documentation) instead of chosing "Contact Owner"

Having a help text 9 ( preferably in bold and highlighted) in "Contact support" form to re-direct users might help.

Also, as Tim suggested, moving up "Contact owners" link above "Report abuse" will also help in easy discovery,

Sometimes they also use it to report bugs in the gallery, instead of coming here.
