TargetFramework filtering in Search does not show correct results #2435

In particular the TargetFramework filtering does not show some packages that it should according to a more reasonable definition of compatible. For example all packages that have content folders are compatible with all projects at least in this regard.

Making this P2 only because this should not impact the protocol with the client just the data returned by the server.
