[Request] Per-world item blacklist

a blacklist allowing items to be banned in individual dimensions would be of immense value to our server group.

You can do this by banning items in all dimensions and then giving groups bypass permissions in certain dimensions using a permissions plugin.

i understand that, i was hoping to avoid adding per world permissions and i'm not even 100% sure pex currently supports per world permissions yet.

our permissions file spans all 6 of our current 1.10 servers of various modpacks, keeping things like blacklists and permissions separated makes things easier on backend stuff when setting up new servers,
