Migrate the module partner_bank_active to 13.0.
Because of changes in 13.0 the following changes are done to
the module:
1. Activating / Deactivating res.partner.bank is added
to the generic Actions button.
2. Usage instructions changed because of changes.

I've made a change to the way the module works because I noticed that in Odoo 13.0 activating / deactivating records is done differently in the Base Odoo code.
