Describe the bug
With JetPack 5, it is taking longer for the partitions on external devices to get probed by the kernel, so the tegra-minimal-init scripts have been hacked with some retries and sleeps to work around the problem of the rootfs device not being ready for mounting.

The retries/sleeps should be replaced by something more robust.
