Add a new manifest for Raspberry Pi 3 B+ that pulls in
the start* firmware binaries needed to boot it up.

@johnphilby please squash into one commit (personally I use git rebase -i to do that).

Switch to the 2019 firmware for Raspberry Pi 3 that supports both
B and B+ revisions.
