The delete account notification can be in the way of some of the content within the application while an account is being deleted. Add the ability to drag/move the notification around the screen to get it out of the way. We don't really want to hide the notification while the account is being deleted. I think it is important to display to the user that something is going on.

This was going to be too much work to implement within the original issue. #1532
