Export better climate VERIFI report to excel report

adds export functionality to generate the excel version of the better climate report

Per group discussion on "Total Portfolio Energy Use" table:

• In "Total Portfolio Energy Use" table we now have vehicles and stationary
• Added second table for just "Stationary"
• Previously we just had stationary in the total section

Per group discussion:

• Change "Fuel Oil 5" to "Fuel Oil 5 (Navy Special)
• "Fuel Oil 6" should be "Fuel Oil 6 (Bunker C)" but we have a "Fuel Oil 6 (high/low sulfur)" so created new issue for help text to convey this (Bunker C Help Text #1425)

Have some additional issues created to fully fill out the report:

(#1418) fuels missing in VERIFI that are present in report
