template select should have more prominence.

When I create a project from a template - the template select widget is actually kinda easy to miss. This ticket is to update the projects#new page to give prominence to the select widget that selects which template you're creating the project from.

That is - this select widget should be the first thing the user recognizes and is nearly impossible to miss.
