Open Help menu links in new window

External site request: I've had a request from our documentation group for the following:

Under the Help menu, I'd like to see all the options there open a new window. Currently, choosing one of them replaces the OnDemand Dashboard window. I'd like to keep the Dashboard open and available to users.

The simplest solution is to just update the help menu to open these links there.

The complex solution is giving the decision of whether to open a link in a new window, or not, in the hands of the administrator. As over the past year we have had conflicting requests regarding opening in new windows or opening in same window.
