Expected behavior and actual behavior.

GDAL generates features with duplicated FID which is not expected.

Steps to reproduce the problem.

Sample data: data_CZ.gml.gz

ogrinfo /vsigzip/data_CZ.gml.gz -al | grep 'OGRFeature.*:36$' -c
96

There are 96 features with fid 36.
