make: Add support for Makefile variable DESTDIR (#1234)

Addresses issues https://trac.osgeo.org/grass/ticket/764 and
https://trac.osgeo.org/grass/ticket/1839.

DESTDIR is commonly used in package creation, see:
https://www.gnu.org/prep/standards/html_node/DESTDIR.html
