We have been seeing a spike in editing activity around Taal, Lemery, San Luis, San Nicolas, and Santa Teresita, Batangas, mostly involving mass additions/edits of POIs and roads. I don't know much about the mass editing activity, but this seems to be LGU-coordinated editing (possibly for disaster response, land use planning, and official municipal map creation), similar to issue #12 (in Batangas City).

Here is a list of users involved:

Tasks:

  • Monitor any further editing
  • Clean up edits, usually those involving POIs, land use, and roads
  • Attempt to contact any of the users regarding any affiliation with any LGU

As usual for these activities, one of the first thing to do is to reach out to the mappers directly, and try to determine who is leading the organized editing effort. Have you done so through change set comments or direct messaging?

Unless the edits are critical, we usually give new mappers some leeway and time to address the issues themselves after contacting them; and should they need any support, direct them to resources where we can enable them to address these concerns themselves in the future.

I have just made some cleanup of some edits, and contacted "multay", "portgas" and Avery Almodovar, asking them about their possible affiliation, purpose of the edits, and the organizers of the mapping efforts. I don't know yet if they'll reply, but you may also contact the Taal, San Luis, Santa Teresita, and Lemery LGUs directly in case communication is impossible with the users I asked.

Adding to the list is this user: "aphelios". One of this user's edits saying "assignment", which makes me think further the mass editing is an LGU-led effort.

Are there any quality issues? You mentioned similarity with with Duero edits, is this can be because they are new mappers or is it because there was no proper guidance from the coordinator of this mapping? We should differentiate between newbie mistakes or whether there was a directed effort to create wrong data. I'm assuming it's the former, please post problematic changesets and describe what was the problem.

There are quality issues, especially with purely descriptive names (e.g. in https://www.openstreetmap.org/changeset/78293867), and mis-tagged or duplicated POIs (e.g. in changesets 78311263 and 78329417).

That's why I referred to the Duero, Bohol organized mapping cleanup is that there is similar activity involved here: coordinated mapping involving newbies, and data quality issues.

I haven't received a reply from any of the 3 users I sent private emails to, so, it's possible you contact the LGUs in question directly by phone (or in person at the municipal hall).

Another issue is that the mapping project should be documented in the wiki, in case this is confirmed to be LGU-coordinated.

@TagaSanPedroAko Do leave comments directly in the changesets, and describe your concern to the mapper. Even if they don't respond immediately, that publicly documents the issue. Anyway, with issues like this sometimes it takes more than a few days for new mappers to respond.

Seems there have been no edits in the area concerned since I begun this thread. It's unknown whether they seem to be on Christmas break, or have finished mapping before it. Have you attempted contacting the LGUs in question by phone, in person, etc.?

I just fixed some edits arounds Lemery, where I noticed some other data quality issues:

  • Some incorrectly tagged as mall or supermarket (mostly local shops)
  • Names in all caps

I just found another user who is possibly part of the LGU-led mapping project:

  • kenneth0724 - Not really connected with the organized editing project (all edits were done October), but still have noticeable data quality issues.

@govvin @maning And to follow up my last posts, have any of you attempted to contact the LGUs during the last few days? By phone? On the municipal hall?

Just spotted another one possibly connected: Marc Ian Balanon

@govvin @maning: I think you might be too busy mapping this Christmas, but I have been repeating this question and waiting for a reply: Have you attempted any attempt to contact the LGUs I pointed out? So far, there seems to be no reply from any of the three users I attempted to contact via private email.

Regarding some of the listed users with OSM accounts using their real names, we may possibly determine their possible affiliations through a search for their Facebook profiles, just like what we done to resolve the issue on the Batangas City LGU-coordinated mapping (regarding that of Imee Perez-Veedor).

It's not yet certain yet, but I can't discount the mapping project has something to do with disaster preparedness, as the municipalities in questions are somewhere near the 20 km radius of Taal Volcano.

I have just noticed lately that many of the POIs added by many of the users involved in the suspicious editing activity have been copied from Google Maps. I'm considering creating a separate ticket, but it's still possible to have that issue covered here.

I've created a new thread, but I'll keep this ticket open until the issue is resolved and community attempts to communicate with the municipalities are successful (though this is hampered by the 2020 eruption)

@TagaSanPedroAko if you have definite proof that POIs are copied from disallowed sources, kindly present document them in this ticket; these should be purged from OSM, when confirmed.

This user, "Jemuel_1999", is also suspected per changeset comments and edits dating to December 11 (where most activity have happened), but it's different from the other users for he also mapped in parts of eastern Quezon (around Catanauan). I discount the possibility this is related to the other users listed here, but I reverted some of his edits around Taal as a precaution (along with other POIs under the scope of #58).

@govvin I think we should revisit this case, this one being precedent to the problematic Para Apps edits we’ve covered at #80 and #83. Just opened a new thread at talk-ph. I see a serious failure of the community to respond to the issue when the mapping activity is still happening more than two and a half years ago, the issue made worse by uncommunicative users and the unknown nature of the edits. We should try contacting the LGUs most likely associated with (and have organized) the mapping activity again, through the phone numbers I’ve provided.

It seems like none of the mappers have been active since the organized editing activity. Do you think there would still be some benefits from contacting the LGUs after such a long time?

Maybe for now each of us could just review the edits of a few of the mappers so that this issue can be closed?

Since a lot of the users edited with accounts using their real names, it’s easy to track down where they have possibly worked for (just like what we’ve did with one mapper in #12, one of them found out to be an employee of the city’s planning and development office). I’ve contacted three of them in the middle of the activity, about why they’re mapping and whom they’re mapping for, but got no response. That should end any of my suspicions.
