In the current branch, the bot sends a message in the counting channel if a user has edited or deleted their message. This PR simply adds a toggle config setting so bot operators can choose whether or not they want the bot to "see" edits/deletions. Softfix for #38 (it doesn't actually solve the issue of users editing messages, but at least it prevents the channel from getting flooded with bot messages.)

More worried about the massive trickery from the deleted messages. Some trickery is fun, but a few users have made it impossible to guess at times... and of course the floods but we need to be able to see some in order to even know...
