Problem to be solved

We do not currently have a baseline to compare our validator metrics against directly in prometheus/grafana.

Proposed solution

Use the /v0/eth/network/stats endpoint to fetch the average validator stats for that day, and provide it as a metric to prometheus.

Adds in new average metrics for a day period on each network that we have validators on. Only tags with network for prom.
