Problem to be solved

We have done a bunch of improvements to network logging as well as hardened QBFT a lot. Leadercast consensus doesn't use protobufs for wire comms, so it wasn't included in a few of the networking upgrades. We also need to test QBFT more to gain more confidence.

Proposed solution

Upgrade qbft_consensus feature flag to stable.

Out of Scope

Removing leadercast completely is out of scope since we need to refactor qbft to support in-memory networking first.
