Problem to be solved

@eth2devops has been working on a HA poc. We will soon need to change the default bootnode URI in charon over to it. Opening a ticket such that it can be scheduled for an upcoming release (0.10.0?)

Proposed solution

Update default URI

As discussed, this is a breaking change, but we are fine with that. Replace the default bootnode URL with that of the HA. Require customers to "upgrade the whole cluster within a short time window"
