Allow task page view for "taskview" and "taskviewlog" permissions

Currently the task page is only available to those with taskcreate permissions as the "re-run" is available. Can we allow task page view for taskview, and taskviewlog - viewing the task details needs to be taskviewlof - and wrap the create permissions around the "re-run" button.

(A Few different sources for this, but decision is that it is outdated and those permissions should allow viewing).

This works just fine for me.

1. Created a user
2. Gave them 'Project viewer' permissions, which grants TaskView (but not TaskCreate)
3. Viewed a task just fine
4. Modified the Project viewer permissions to also allow TaskViewLog (but still not TaskCreate) and now I can see the log too

While there may be a bug here, it probably has to do with some other permission being required (were they using a custom role without assigning project view, environment view, etc.?), but it isn't TaskCreate.

Paul, this isn't the task page (on a release) they can't see, its the TASKS page, from the top menu. The summary page for all tasks.
